Question about portable electric local space heaters without cord

The ecodesign regulation on local space heaters 2024/1103, requires electric portable local space heaters and electric visibly glowing radiant portable local space heaters to be equipped with a cord supply and plug by the manufacturer. The Commission has been receiving information from stakeholders on a type of cordless products that could be assimilated to an electric visibly glowing radiant portable local space heater. However, since this product does not feature a cord, it cannot be considered as portable. The Commission has replied, so far, the following: Since the heater is not equipped with a cord, it could fall automatically in the definition of electric visibly glowing radiant local space heater (not portable), and the corresponding requirements would apply. However, it seems clear that the physiognomy of this device is closer to a portable local space heater than to a fix one. It is then proposed to amend Regulation 2024/1103 to delete the obligation for electric portable local space heaters and electric visibly glowing radiant portable local space heaters to be equipped with a cord supply and plug.
