Is there an obligation for suppliers to declare the relevant values in rows 31-37 of Table 5 of Annex VI (concerning the technical documentation )?

a) for displays with any kind of ABC covered by the definition set out Annex I point (5), or b) only for those displays that fulfil the requirements which allow  the supplier to claim the 10% allowance in power consumption pursuant to Annex IV pt C?  

The test procedure for the ABC luminance and power measurement is laid down in Annex IIIa to Regulation 2019/2021 setting ecodesign requirements for electronic displays. Annex IIIa sets in in point 5 of point 1.1 “Summary of order of testing” specifications and conditions applicable  “if the ABC allowance is claimed”.

This means that the correctness of the parameters declared in rows 31 - 37 of the Technical Documentation (Annex VI, Table 5 of Regulation 2019/2013) can only be verified using the conditions set for the cases where “the ABC allowance is claimed”.

This in turn limits the usefulness and obligation of declaring these values to those cases where the  display  fulfils the ABC requirements set out in in Annex IV point C and for which  the supplier claims the 10% allowance in power consumption pursuant to Annex II point C.
