What if other samples on the market measured 0.2W or 0.4W? Would this be a violence to the regulation? Would any difference in tolerance be allowed?

Background: When we put the power consumption of the standby mode/off mode in user manual, for example, the standby mode power consumption of one of our product measured 0.3W, however, as you know, products are not absolutely identical.

When declaring the performance of a product model, the manufacturer can deliberately choose to declare a value corresponding to the worse performance possible for that product model, while also being possible that actual units on the market (of that product model) have a better performance, e.g. because they have higher quality components.
