The answer is no because of the scope of Regulation (EU) 2281/2016 which excludes any product in the scope of Regulation (EU) 813/2013. A heat pump cannot thus be in the scope of both regulations.
It means that manufacturers of heat pumps that are in scope of Regulation (EU) 813/2013 can give, if they want to, information on the product cooling mode performances, but they do not have to.
