Refrigerating appliances with a direct sales function (also known as commercial fridges)

Introduction

The European Commission (Directorate-General for Energy), hereafter DG ENER, is carrying out a back-to-back evaluation and impact assessment for the review of Commission Regulation 2019/2024 of 1 October 2019 laying down Ecodesign requirements for refrigerating appliances with a direct sales function, and Commission Delegated Regulation (EU) 2019/2018 of 11 March 2019 with regard to energy labelling of refrigerating appliances with a direct sales function, hereafter referred to as the ‘Regulations’. 

The Regulations cover five types of appliances: supermarket cabinets (refrigerators and freezers), ice-cream freezers, refrigerating vending machines, gelato-scooping and beverage coolers. The terms “refrigerating appliances with a direct sales function” and “commercial fridges” are considered equivalent in the context of this review.

    Launch of the review

Review

The Review

DG ENER is being supported in carrying out this review through a contract with Viegand Maagøe (contract manager) in association with VHK and DTI. 

Objectives

The review aims to assess how successful the Regulations have been in achieving or progressing towards their objectives and, if appropriate, how they could be updated to ensure the measures remain relevant, efficient and effective in the light of technological and market developments.

Gathering stakeholder input

The contractor will support stakeholder consultation activities by defining and implementing a consultation strategy to gather information from the identified stakeholder categories as input to the evaluation and impact assessment.

The support to the consultation activities will involve:

  • Preparing a Call for evidence that will be published in the first half of 2025.
  • Preparing a questionnaire that will be the basis for the public consultation planned by the European Commission for the first half of 2025. 
  • Organising and taking part in consultation meetings to present together with the Commission the work on the review and its main outcomes.
  • Organising and taking part in specific consultations with relevant stakeholders (for example industry associations, manufacturers, suppliers, recyclers, experts, market surveillance authorities, test laboratories and standardisation bodies) so that systematic and reliable input is received for those aspects of the evaluation and impact assessment for which information from stakeholders is needed. This will include the organisation of multilateral meetings when necessary.
  • Keeping records of the information exchanged with stakeholders, which will be available to the Commission.

Timeline

The work is envisaged to run from December 2024 until April 2027.
