Introduction
The European Commission (Directorate-General for Energy), hereafter DG ENER, is carrying out a back-to-back evaluation and impact assessment for the review of Commission Regulation (EU) 2019/2019 of 1 October 2019 laying down ecodesign requirements for refrigerating appliances, and Commission Delegated Regulation (EU) 2019/2016 of 11 March 2019 with regard to energy labelling of refrigerating appliances, hereafter referred to as the ‘Regulations’. The Regulations cover four types of appliances: refrigerating appliances typically used by households (fridges, freezers, combi fridges), low noise refrigerating appliances such as minibars, dedicated wine storage appliances and professional chest freezers.

The Review
DG ENER is being supported in carrying out this review through a contract with Viegand Maagøe (contract manager) in association with VHK and DTI.
Policy context
Commission Regulation (EU) 2019/2019 is an implementing measure under the Ecodesign Directive. On 18 July 2024, the Ecodesign for Sustainable Products Regulation (ESPR), replaced the Ecodesign Directive. This means that an ecodesign Regulation that replaces the current one will be a delegated act under the new ESPR legal framework.
The ESPR requires a wide range of aspects to be considered. If appropriate, measures related to these will be assessed in the impact assessment and where judged desirable they will be included in the legal proposals.
The main documents relevant for this review therefore include:
- The Ecodesign for Sustainable Products Regulation (ESPR, Commision Regulation (EU) 2024/1781),
- The Ecodesign and Energy Labelling Working Plan 2022-2024,
- The Circular Economy Action Plans (CEAP, December 2015 and March 2020),
- The Energy Labelling Framework Regulation (EL, Regulation (EU) 2017/1369),
- The Ecodesign Directive (ED, Directive 2009/125/EC).
Objectives
The review aims to assess how successful the Regulations have been in achieving or progressing towards their objectives and to update them to ensure the measures remain relevant, efficient and effective in the light of technological and market developments.
Methodology
The review consists of two steps:
- Evaluation,
- Impact assessment.
The review will include stakeholder consultation aiming to gather information from relevant stakeholders.
The main steps will include:
- Preparing a Call for evidence that will be published in the first quarter of 2025,
- Preparing a questionnaire that will be use in the Public Consultation planned for the first quarter of 2025,
- Consultation meetings to present progress and gather feedback on the review,
- Specific consultations with relevant stakeholders such as industry associations, manufacturers, suppliers, recyclers, experts, market surveillance authorities, test laboratories and standardisation bodies) to gather systematic and reliable input.
Timeline
The review will be implemented from December 2024 to April 2027.
