EPREL at a glance

Introduction

Established under the Energy Labelling Framework Regulation EU 2017/1369, the European Product Registry for Energy Labelling (EPREL) breaks new ground in helping EU consumers, but also procurers and the business, chose the most efficient products and contribute to mitigate the environmental footprint. 

Since 1 January 2019 suppliers must upload information about their products into the database EPREL. Public, unrestricted access was granted since March 2021 by simply reading the QR code on the label of products on sale. Since April 2022 web interface helps selecting and sorting models, for a better informed purchase choice. 

EPREL also support public authorities when setting public procurement action or grants (according to art 7(2)) to identify the highest most significantly populated classes of the energy label). For every product in the scope of the Labelling Regulation (including tyres), moreover, EPREL is a compass to determine the eligible products according to the green EU taxonomy.

EPREL has currently almost 2 million registrations for almost 40 product groups covered by about 20 Labelling regulations. More coming in future.

Manufacturers, particularly those established in the Union, have since long supported energy labels, as a tool to provide transparency to the consumers and stimulate a fair competition to have the newly designed products appear in the highest classes of energy efficiency.

A representation of the logical structure of EPREL: a protected system (bottom part) is used by suppliers to register and by market surveillance authorities to control. The information to be made publicly accessible is mirrored in a separate EPREL system (top part).

EPREL includes publicly accessible information (part of which is reflected in the Energy Label and the remaining in the Product Information Sheet or product Fiche) and information necessary for compliance control purposes, accessible only to Member State Market Surveillance Authorities (MSAs) for their duties.

Suppliers have to register in EPREL any product model in scope of the energy labelling legislation,  before they place the first unit of that model on the EU market. 

EPREL offers 3 options for Suppliers to register product models: 

  • Interactively in the online interface,  by manually entering each required field, for every single model;
  • By registering product models at scale in an XML file (data model) and uploading the file via the online interface; 
  • Through a direct integration with the European Commission e-Delivery component, a system-to-system communication to register product models at scale in an XML file (used by the biggest suppliers). 

The responsibility of the data registered lies with the suppliers. National Market Surveillance Authorities are the solely responsible for checking and enforcing compliance (both on the registered data and on the product itself). 

EPREL is an invaluable resource made available to Member State Authorities (MSAs) to carry out their duties. In addition, notification of suspect non compliance is “crowdsourced” as suspicious/erroneous registrations can be reported by any EPREL visitor via the “report a problem” feature on the public EPREL interface.

What to expect 

On the EPREL home page, you will see a map of all "product groups". A group may include several different products (e.g. the group "displays" includes TVs, monitors or signage, the group "commercial refrigerators" includes 5 types of refrigerators, from food to beverages or ice-cream, etc.).

For every product group you can:

  • search for a specific model (by brand and model name or by registration number)
  • filter for all models fitting to a set of criteria (specific for every different product group)
  • sort the search results up to 3 simultaneous keys
  • analyse the "class population" for the selected models (i.e. how many models are in each class)

When you examine a specific model (via the details button) you get additional information to what you see in the label. For some product groups the information is extremely detailed (e.g. for "refrigerators" or for "light sources" including even the "Spectral power distribution" graph):

For some product groups, whose legislation has been recently reviewed, you may find weblinks to complementary information such as list of spare parts, their indicative cost, repair instructions, or even dismantling information for recyclers.

Finally, a specific feature (see here below) allows you to report (anonymously or providing your email address) an error in the registered data: both, the supplier and market surveillance authorities, will be notified.

EPREL is hosted by the European Commission.
