A motion detection sensor to modify the working modality of the product to prevent accidents and avoid damaging clothes. Shall it be considered as "standby"?

Some products, irons for instance, use a motion detection sensor to modify the working modality of the product to prevent accidents and avoid damaging clothes. Shall it be considered "standby"?

This condition is not considered as being "standby", because it is part of the active mode of the device, able to save a considerable amount of energy if compared to the always on case.
