Can a chiller be marketed as a comfort chiller?

When a chiller complies with the SEPR requirements for high temperature process chillers, but does not pass the efficiency requirements; can it be marketed as a comfort chiller?

No. If the minimum requirements for an application are not met, the chiller cannot be used for that application and the manufacturer cannot market the product as such.
